ATI_fragment_shader update

This is a good week for my project list.

Roland Scheidegger finished and checked in the ATI_fragment_shader support that I started a long time back into Mesa. This was my first attempt at coding inside Mesa as opposed to device drivers and it was a quite useful learning exercise I just never got back to finishing it, thanks to Roland for taking it to its conclusion....

Doom3 still doesn't look great, but at least we are now one step closer, we think its the ARB_vertex_program that is causing the issues now.
